If you provide an example for what you need the « full » key to do, the shop will know the price and the time it is needed and they might also tell you if the software might not work if you just buy the « full » key without the « full » key that they need.
If you say that you have to do this for some company because the official distribution is blocked, you probably need to buy the « full » key.
This is the reason why every software has its own key. A shop which doesn’t need the key won’t sell you the key, even if you pay for it.
Don’t buy software in software shops, but use the official distribution, which is usually free.
