From the example in the last link I can easily understand that setting the static to public will solve the problem. But I have to repeat the word « public » every time the static code is accessed – which is tedious and annoying.

No, there is still a synchronization issue. With your example, the set method might be called synchronously by just one thread, but other threads may not get called at all.
You can use a lock or volatile, to make the method synchronized, or annotate it with @Synchronized if you use Java 8, which will make the Java compiler, among others, realize that the method is synchronized.
