Windows 7 WiFi hotspot problem

I’m running Windows 7 Enterprise on a T-Mobile G2. While I’m connected to a 3G/4G network I have WiFi enabled, so that I can use my laptop as a WiFi hotspot. This works fine on all networks I’ve tried.
The problem is that with certain networks I can not activate the hotspot (the hotspot icon doesn’t appear). All other networks work fine.
The networks I can’t activate them as hotspots (these are mostly home networks):

net2vod (I rarely use these)
TVONG (I use this exclusively)
Vodacom Global (I rarely use this)

My guess is that these work because of the data-throttling. Also I have set up auto connect and when I’m connected to a network the hotspot will be activated. This works fine with the other networks.
I’ve been trying various things for a long time and I’ve tried:

Changing connection settings. I’ve set the network to ‘Never connect automatically, manually connect’
I’ve tried also to use Auto Power Off and Auto Sleep (Wi-Fi)
I’ve set the network to Manual (connected to the network)
I’ve tried to set the access-point address to 255.255.255.0 and 255.255.0.0
Tried to reboot
Tried to disconnect the network, wait a bit and reconnect (these connect properly)
Tried to set the default gateway to 0.0.0.0/0
